I am David Marshall, a writer on Irish public policy, governance and infrastructure. My work looks at how decisions are made, how systems behave and how public choices shape everyday life.

Marshall on Policy is my core publication.
It is where I write long form essays that examine Irish public decision making with depth and clarity. Breakout Boxes help explain concepts within the essays, and Field Notes show the research behind them.
